Health and social care long-term reform: oversight board
Overview
The Health and Social Care Reform Oversight Board first met in November 2025. It brings together national and local accountability for delivering the aims and priorities set out in the Population Health Framework and the Health and Social Care Service Renewal Framework.
The group will drive collaboration and make sure decisions respond to future needs and challenges. Together, members will oversee reform progress and resolve any issues — national or local — that could affect delivery, affordability (including the shift to prevention) or the realisation of benefits.
The Board complements existing local and national reform governance. It will be jointly accountable to Scottish Ministers and COSLA leaders.
