Eljamel Independent Clinical Review

Overview

Muftah Salem Eljamel worked as a neurosurgeon at Ninewells Hospital in Dundee between 1995 and 2013. He was suspended by NHS Tayside following concerns raised by patients.

Two investigations have been established: a public inquiry led by Lord Weir and an independent clinical review led by Professor Stephen Wigmore. A Memorandum of Understanding has been drawn up between the inquiry and the clinical review.

Former patients: register to take part in the ICR  

If you are a former patient of Mr Eljamel, this independent clinical review (ICR) will give you the opportunity to have a personalised review of the care and treatment you received, so that you get the answers you need. 

You can also participate if you are a relative or representative of a former patient, and you have the authority to participate on their behalf.

There are different stages to the clinical review: 

  1. Registration: to register your interest in taking part, please complete the Eljamel Independent Clinical Review registration form and return it to us. You can fill this in yourself or ask an authorised representative/relative to do it on your behalf. 
  2. Consent: once you have registered your interest in taking part, you will then be sent and asked to complete and return a consent form. It is important that you read the accompanying privacy notice. The consent form enables the ICR to request access to your medical records for review and, if you agree, for the ICR to share information with the Eljamel Public Inquiry
  1. Applicant statement: once you have returned your completed consent form, we will send you a request for an applicant statement. This will be your opportunity to tell your story of what happened to you and will be used as part of your personal review. 
  2. Timescales: the final date for returning the applicant statement will be the 1 October 2025 and it will not be possible to process applications received after this date.

The ICR held an online public engagement event in February 2025. Transcript of the chair's opening statement is available below.

The purpose of the event was to discuss the terms of reference for the ICR and to explain how the review will function. It also provided an opportunity for former patients to get clarification regarding the process.

Review outcomes

Each patient (or authorised representative/relative) will receive a report containing a review by a panel of neurosurgeons of the care received and, where appropriate, signposting to local support services.

If a former patient (or their authorised representative/relative) gives consent, their contact details, medical records provided to neurosurgeons, ICR report, applicant statement and any supporting documents (including medical records) will be shared with the Eljamel Public Inquiry.

A final report will be published on the collective reviews and common themes. Individuals will not be identified and any personal details will be anonymised. 

Members

The clinical review is led by Professor Stephen Wigmore, Regius Chair of Clinical Surgery and Head of the Department of Surgery at the University of Edinburgh.

Profession Wigmore will be supported by a number of expert neurosurgeons to ensure he is able to draw on expertise in Mr Eljamel's area of practice.
