Education reform programme
Overview
An extensive education reform programme is underway in Scotland.
As part of this reform, three new national education bodies will be created: a qualifications body, a national agency for Scottish education, and an independent inspectorate body. These will replace the SQA and Education Scotland. Read more: education reform.
The governance groups for the Education Reform Programme have been designed to involve stakeholders and experts across the Scottish education and skills system, including teachers and educators, to ensure this informs our approach.

Ministerial Group
This group provides Ministers with a forum to hear about opportunities and challenges from the profession and independent experts from across the education and skills system. It also enables Ministers to seek views on specific proposals, to test ideas and inform their decisions and approach to reform.

Chief Executive Forum
This forum brings together leaders of all bodies across education and skills that are part of our reform programmes. It provides the opportunity for Chief Executives, the Scottish Government’s Director General and Programme Senior Responsible Owners to discuss priorities and the implementation of reform. This builds on the critical role of collaborative leadership in delivering system-wide reform.

Education Reform Programme Board
This board assesses programme delivery against the agreed strategic vision, Benefits Model and business cases. It ensures that effective risk management is applied, and compliance with policies, procedures and guidance. The views and information presented to the Programme Board inform decisions and advice to Ministers.

Qualifications Body Transition Board
This board is overseeing the transition from the SQA to Qualifications Scotland. The Board is jointly chaired by Clare Hicks, Director of Education Reform for the Scottish Government and Shirley Rogers, as Chair of the SQA. This joint arrangement reflects the collective leadership required to support the transition and implementation of reform.
