National Performance Framework
The National Performance Framework (NPF) is Scotland’s wellbeing framework and sets the vision for the kind of Scotland we all want to live in.
Introduction
We are reviewing Scotland’s wellbeing framework - the National Performance Framework (NPF) - and have developed draft NPF proposals.
The goal is to develop a framework that:
- sets the vision for the kind of Scotland we would like to see
- supports public service reform
- helps national and local government work together
- empowers communities
The proposals were developed in collaboration with stakeholders and advice from experts. The Deputy First Minister shared them with the Scottish Parliament's Finance and Public Administration Committee, on 16 February 2026.
We will be contacting organisations across the public, third and private sectors to get their views. This will help us make recommendations to the incoming government, following the 2026 Scottish Parliament Election.
