David Miller was appointed Chief People Officer for the Office of the Chief Executive NHS Scotland in April 2020.


The Chief People Officer for the Office of the Chief Executive NHS Scotland's role involves:

  • helping HR leaders to contribute and deliver against a range of issues at local, regional and national level
  • supporting the Director of Workforce in developing plans for the health and social care workforce
  • ensuring effective and consistent delivery of HR policies in NHS Scotland
  • providing advice and leadership in the approach to fair and transparent pay and terms and conditions across Scotland
  • providing a credible and compassionate conduit in our engagement with staff partnerships and our staff
  • fostering effective relationships at national, UK, EU and international levels
  • providing professional advice on the development of reform proposals to ensure the health and care system is capable and responsive to the changing landscape in which it delivers services
  • providing leadership to the Office of the Chief Executive on the range of governance and public appointment matters


David Miller has worked for NHS Scotland for over twenty years in human resources, starting as a recruitment assistant in Lothian in 1996 and working across a variety of health boards prior to becoming an HR Director. He took up his current post at the start of April 2020 in the then Health and Social Care Directorate. The COVID-19 pandemic has seen him work in a fast-paced environment, providing support to the HR function across Scotland.
