Fiona has been the Chief Finance Officer for Health and Social Care since July 2025.

Responsibilities

The Chief Finance Officer for Health and Social Care Finance is responsible for financial strategy and management of the budget in the Health and Social Care portfolio, seeking to ensure best possible use is made of total resources. The Directorate also has day to day responsibility for health infrastructure, capital planning and the Finance Delivery Unit. 

Biography

Fiona started her career at Audit Scotland, gaining membership to the Institute of Chartered Accountants of Scotland. Fiona went on to work at KPMG in external and internal audit for both private and public sector clients.  During her time at KPMG she also worked in management consultancy with NHS Boards across the UK.

Fiona joined Scottish Government in 2019 as a Value and Sustainability Manager, later leading on social care finance before becoming the Depute Director of Finance for NHS Scotland in September 2022. Fiona led the creation of the NHS Scotland Finance Delivery Unit and also chairs the NHS Directors of Finance Group.
