Richard McCallum was appointed Director of Health and Social Care Finance and Governance (previously Director of Health Finance and Governance) in 2019.


The Director of Health and Social Care Finance and Governance is responsible for financial strategy and management of the £19 billion budget in the Health and Social Care portfolio, seeking to ensure best possible use is made of total resources. The directorate also has day to day responsibility for health infrastructure, PPE, effective prescribing and therapeutics, corporate assurance and information governance in response to the Covid pandemic.


Prior to his current role, Richard was Deputy Director for Health Finance and Infrastructure. He has worked at the Scottish Government in various roles since 2010, including a two year period heading the financial services department at NHS Fife.

His finance career began in the private sector, where he worked in External and Internal Audit Functions.

Richard is an active member of both the Chartered Institute of Public Finance and Accountancy (CIPFA) and the Healthcare Financial Management Association (HFMA). 

Richard also chairs the NHS Directors of Finance Group.
