Stephen was appointed Director of the Cladding Remediation Directorate in June 2024. 

Responsibilities

The Director of Cladding Remediation is responsible for the Scottish Government’s Cladding Remediation Programme, which will assess and take appropriate remediation action on specified buildings with potentially unsafe external cladding systems. The Directorate provides policy advice to Scottish Ministers on the scope of the Programme, alongside overseeing the development of appropriate interim and future operational delivery models.

Biography

His previous roles have included:

  • Deputy Director for Health Workforce Planning, Strategy and Development
  • roles in civil justice, child protection and substance misuse policy

As Head of the Workforce Practice Unit, Stephen was the Scottish Government’s lead policy official for the Sturrock Review.  

Prior to joining Government, he taught constitutional and administrative law, European Union law, and law and political philosophy at Sheffield International College and the University of Sheffield, where he completed his Ph.D.
