CAPSM

Improving outcomes for children affected by parental substance misuse (CAPSM), is a priority for the Scottish Government. Children who live with substance-misusing parents are among the most vulnerable in society and require particular care and support.  This is because substance misuse is often long-term in nature and can lead to sustained problems of child neglect or other forms of abuse.

The Scottish Government’s National Guidance for Child Protection sets out our expectations that all services working with vulnerable children and families should have robust measures in place. We also published updated and bespoke substance misuse guidance, Getting our Priorities Right, in 2013, for use by all practitioners working with children and families where substance misuse is a factor.

Partnership Drugs Initiative

The Scottish Government continues to support the Lloyds TSB Foundation for Scotland’s Partnership Drugs Initiative (PDI) in making an important contribution to Scottish voluntary organisations in successfully delivering services for children, young people and families affected by drug and alcohol issues. The PDI helps to deliver vital on the ground support largely to children and families affected by substance misuse (CAPSM) issues.  The Scottish Government works in partnership with the Lloyds TSB charitable Foundation to fund the PDI to enable it to do this.

Since 2001, the PDI has received annual main funding from the Scottish Government and also match funding from the Lloyds Foundation itself and we have committed a further £600,000 funding for 2016-17. Currently 41 projects (25 organisations) are being supported across 21 of the 30 ADP areas.

During 2015/16 3,221 children, young people and families were supported, with over 79% achieving at least one positive outcome.

The projects supported by the PDI have an important role to play in delivering the Government's actions to improve CAPSM outcomes and also more generally around early intervention.
