A consultation paper was published on 2 December 2014 to which interested parties were invited to provide their views on a number of proposals including a Land Rights and Responsibilities Policy and potential legislative measures to further land reform in Scotland.

Over one thousand responses to the consultation were received (1269) with over eighty per cent of the respondents being individuals (84%).

The vast majority of proposals were supported by respondents to the consultation but with a range of caveats and clarifications. Some respondent groupings including private landowning organisations and private sector and professional bodies expressed negative views to several of the proposals.
