5. Gas grid coverage is determined on the basis of the distance of the dwelling from a low / medium / intermediate pressure gas distribution pipe. Based on the usual maximum distance for standard domestic connection (63 m), dwellings are classified as being "on" or "off" the grid. This does not reflect whether the dwelling is actually connected to the grid. 21. This design has higher running efficiencies; a portion of the heat that would be lost through vented water vapour is recovered through condensation in a heat exchanger.

22. For existing dwellings, there are occasions where it may not be practical to install a condensing boiler. The ' Condensing Boiler Installation Assessment Procedure Guide' offers further guidance in this area. Where a non-condensing boiler is installed this may results in a boiler with poorer efficiency than that of a newly installed condensing boiler of the same fuel type.

39. Allowing for the impact of the new fuel price methodology which contributes to the slower rate of growth in the estimated level of fuel poverty between 2012 and 2013 shown in Figure 20.

40. There are several discontinuities in the methodology for estimating fuel poverty reflected in Figure 20 which may affect this comparison: the underlying energy model changed in 2010 and 2014, and the method of sourcing price information changed from 2013.

42. This captures also other sources of sampling variability between the 2015 and 2016 survey which may affect the energy demand in the sample of dwellings included in the SHCS.

43. The sequence of steps in this method affects the size of the estimated impact. Where factors operate in the same direction any potential joined effect will be attributed to those assessed first. Because fuel price demonstrated the most dramatic change between 2015 and 2016, it is appropriate to assess its impact first.
