Community planning is a key driver for public service reform at a local level. It brings together the collective talents and resources of local public services and communities to drive positive change locally. It focuses on where partners' collaborative efforts can add most value for local communities, with particular emphasis on reducing inequalities.

Executive Summary

This guidance is produced to help support those who wish to take part in community planning.

This guidance adds more detail to the statutory provisions. Effective community planning requires more than compliance with the duties set out in the Act. It explains the purpose of community planning and what difference effective community planning can make to improving outcomes and reducing inequality. This guidance focuses on principles of effective community planning which CPPs and partners will need to demonstrate if they are to make the difference to people and communities that it can and should.

It also contains specific guidance to assist CPPs develop both their Local Outcome Improvement Plan and locality plan(s). CPPs will be expected to publish these plans by 1 October 2017.
