12. Promoting development overseas

Respect for human rights is embedded in the Scottish Government's International Framework. [143]

The Scottish Government's International Development Fund [144] focuses on working in partnership to achieve real and tangible outcomes on the ground. It does not provide any direct funding to governments. In order to promote democracy, the rule of law and fundamental human rights across the world, the Scottish Government expects all states to comply with and respect human rights law and condemn human rights abuses wherever they occur.
