Purpose

This policy note provides notice of changes to Scottish procurement legislation to reflect the Republic of North Macedonia’s accession to the World Trade Organisation’s Agreement on Government Procurement (GPA).

Key points

The key points are:

  • the Republic of North Macedonia will be a party to the GPA from 30 October 2023
  • from 30 October 2023, public bodies will need to treat bidders from the Republic of North Macedonia equally to bidders from the United Kingdom in relation to covered contracts
  • this duty applies to procurement exercises for contracts covered by the UK’s Appendix 1 to the GPA that start on or after 30 October 2023
