Title: The Scottish Building Standards Procedural Handbook Third Edition

Purpose: The Procedural Handbook provides clarification on the procedures underpinning the Scottish building standards system as set out in the Building (Procedure) (Scotland) Regulations 2004 and the Building (Scotland) Act 2003 to assist with practical operation.

Supplementary guidance: We also produce supplementary guidance documents that relate closely to the procedural handbook and should be read in conjuction with the third edition:

1.0 27/09/10 New Third Edition to reflect legislative changes in 2009 and 2010. This document replaces the Second Edition published in 2007.
1.1 02/05/11 Inclusion of Section 7 (Sustainability) and introduction of the Construction Products Regulation.
1.2 09/01/13 Inclusion of new paragraph 3.2.15 for statement identifying feasibility of high efficiency alternative heating systems with building warrant applications.
1.3 01/10/13 Inclusion of information on the local authority performance framework, changes implemented by the Building (Miscellaneous Amendments) (Scotland) Regulations 2013 and other general updates.
1.4 02/02/15 Inclusion of information on charging orders as introduced by the Buildings (Recovery of Expenses) (Scotland) Act 2014.
1.5 14/6/17 Inclusion of changes implemented by the Building (Miscellaneous Amendments) (Scotland) Regulations 2017 (new Type 23A to schedule 3, changes to fees and discounts, timing of certificate of design for discount, recognise digital procedures and forms. Also other general updates (e.g. Section 6 Energy, and SEPA).
1.6 1/10/19 Inclusion of additional information on the roles and responsibilities of the relevant person and the verifier from pre-application stage through to completion stage, including temporary occupation or use of buildings, CCNPs and CDM.
