General marine licences

Applications for marine licences are made to Scottish Ministers under the Marine (Scotland) Act 2010 and the Marine and Coastal Access Act 2009. Applications should be made to the Marine Scotland - Licensing Operations Team (MS-LOT) that determines applications on the Scottish Ministers' behalf.

Renewable energy developments

Applications to construct and operate power stations and power lines over a certain capacity are made to Scottish Ministers under section 36 of the Electricity Act 1989. Applications should be made directly to the Scottish Government's Energy Consents and Deployment Unit or Marine Scotland, Marine Laboratory.

Contact the Energy Consents and Deployment Unit for applications to be considered by Scottish Ministers where they are:

  • in excess of 50 megawatts (MW) for onshore wind farms and power stations that are not wholly or mainly driven by water (such as coal/gas or nuclear plant)
  • in excess of 1 megawatt (MW) for onshore generating stations wholly or mainly driven by water such as hydroelectric
  • overhead power lines and associated infrastructure, as well as large gas and oil pipelines

Projects in excess of 1 megawatt (MW) for offshore wind farms and wave or tidal electricity generating devices within 12NM and project in excess of 50 MW between 12 and 200NM.
