National Entitlement Card (NEC) subsidies: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002

Information requested

A breakdown of funding on subsidies in relation to NEC cards by service operators, and if possible, if this breakdown could differentiate between types of concession (under 22, over 60, etc).

Response

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because of an exemption under section 33(1)(b). We are unable to provide data for reimbursements of less than £25,000 due to commercial sensitivities and placing that operator at a competitive disadvantage.

Please find attached a breakdown of reimbursements made to service operators with regard to National Concessionary Travel Schemes.

Please note that we do not separate payment data for the Older and Disabled Persons’ Scheme, so this figure is combined (ODP in attached document). The Young Persons’ Free Bus Travel Scheme (YP in attached document) was introduced on 31 January 2022 and for comparable data, reimbursements paid to operators are provided for the first full financial year of this scheme being in operation up to the most current data available.
