The General Data Protection Regulation’s (https://ico.org.uk/for-organisations/guide-to-the-general-data-protection-regulation-gdpr/individual-rights/) Right to Erasure (https://ico.org.uk/for-organisations/guide-to-the-general-data-protection-regulation-gdpr/individual-rights/right-to-erasure/) and its predecessor ,section 10 of the Data Protection Act 1998, allows for individuals to request deletion of their personal information in certain circumstances.  As this is a right for individuals not businesses the Scottish Government, as a public sector organisation, cannot use this right to apply to 3rd party vendors requesting that specific URLs are deleted.
