International offices: guide

A guide to the work of our nine international offices who work to promote Scottish interests overseas and strengthen our relationships with countries and continents.


London

Established in 2017, Scotland House London is a unique collaboration between the Scottish Government, Scottish Enterprise (including Scottish Development International), Visit Scotland and Highlands and Islands Enterprise - the four partners.

Scottish businesses and organisations can apply for membership of Scotland House London that gives them access to its facilities, meeting rooms and event space.

The office provides a permanent presence in London where we are:

  • pursuing economic and business benefits for companies
  • raising the profile of Scottish investment opportunities
  • supporting the development of international collaborations and research partnerships
  • providing opportunities to secure funding for innovation and research
  • strengthening our inter-governmental relations
  • helping protect Scotland's place in Europe
  • supporting Scottish Ministers on official engagements in London

The office provides a platform to allow us to improve the range and depth of engagement with the UK Government, the diplomatic community and other stakeholders based in the city.

Strategic objectives

Priorities for 2023 to 2024

Building and strengthening relationships:

  • develop relationships with priority country Embassies and identify opportunities to encourage more trade with Scotland
  • further strengthen our relationships with Scottish diaspora networks operating in London
  • promote Scotland's higher education landscape to a global audience to showcase Scotland as a leading player in attracting talent, driving innovation and promoting cross-cultural understanding

Contributing to Scotland's trade and investment objectives:

  • continue to focus on London as a global financial centre by targeting additional private capital investment flows into Scotland
  • focus on Entrepreneurship, Inward Investment, New Market Opportunities and the promotion of Productive Regions which help deliver specific action areas of the National Strategy for Economic Transformation (NSET)
  • deliver an ambitious and high value cultural programme of events and engagement across the arts that will create opportunities for Scottish cultural organisations and artists, facilitate investment in key creative sectors, such as screen; and enable cultural policy collaboration with like-minded countries
  • provide networking and business development opportunities for Scottish tourism businesses working with key travel trade partners, tour operators and wholesalers to support the Responsible Tourism sector recovery plans
  • promote Scotland's strengths and investible opportunities at a strategic level, and across the Opportunity Areas highlighted within the Inward Investment Plan, including priority areas such as Energy Transition, IT & Software, including Fintech

Contributing to Scotland's climate change, biodiversity and renewable energy objectives:

  • deliver a programme of activity through which opportunities are created to set out Scotland's ambition on net zero - maximising the legacy created through COP26 and presenting Scotland’s climate and environment programmes internationally in the lead up to COP 27
