Public Space CCTV

The Scottish Government and Scottish Centre for Crime and Justice Research published three reports on CCTV in December 2009. The reports provide the first ever comprehensive picture of public space CCTV across Scotland as well as recommendations for improvement and future use of CCTV.

The first, The Effectiveness of Public Space CCTV: A Review of Recent Published Evidence Regarding the Impact of CCTV on Crime, published in association with the Scottish Centre for Crime and Justice Research, is a 'landscape' survey which provides a comprehensive picture of public space CCTV provision across Scotland.

The second, Strategic Report on Improving the Efficiency and Effectiveness of Public-Space CCTV in Scotland is a strategic report containing recommendations around improving the use of CCTV.

The third, Public Space CCTV in Scotland: Results of a National Survey of Scotland's Local Authorities is a review of published evidence regarding the impact of CCTV on crime.

In light of these reports, the Scottish Government established a steering group to take the recommendations of the reports forward. This group consists of key strategic partners and first met in February 2010. It considered what work should be taken forward initially and who it should engage with, as well as a number of other matters. Fergus Ewing MSP, the Minister for Community Safety attended the group in March and in May the interim CCTV Regulator for England & Wales Andrew Rennison attended.

The first National CCTV Conference took place on 15 November 2010 which brought together key stakeholders from all over the UK to network, share best practice, and appreciate the opportunities and challenges that lie ahead for the harmonisation of public space CCTV strategy.

A public consultation on a Draft National Public Space CCTV Strategy for Scotland was published between October 2010 and 21 January 2011, receiving a wide range of views from contributors. The analysis to this consultation and the individual responses received is available from the Scottish Government website, this consequently lead to the publication of a National Strategy for Public Space CCTV in Scotland during March 2011.
