Data Acces Panel

The Head of the Division has the responsibility to act as an ‘Information Asset Owner’ of the data held by Education Analytical Services (EAS) Division. As such, their role is to facilitate the sharing of the education data and ensure that this is done in-line with the legal and privacy obligations defined by the Data Protection Act 1998 to ensure and maintain individuals' privacy.

In recognition of the need to provide a consistent and effective approach to data sharing, the EAS Data Access Panel was created in 2013 to provide advice and support to the Head of the Division in fulfilling this role.

The EAS Data Access Panel is formed by the Head of the Division, the Divisional Data Access Officer, and senior officials from EAS Division, the Scottish Qualification Authority (SQA) and the Office of the Chief Statisticians and Strategic Analysis (OCSSA).

There has been a significant increase in demand to access EAS datasets over the last year. This means we are unable to fulfil requests as quickly as we would wish.  In order to allow us to put in place measures to improve the position and to clear the backlog we need to stop actioning new requests for as period up to the end of 2017. We will hold one more EAS Data Access Panel in 2017, in mid-August. For an application to be considered for this meeting, it should be submitted to the ScotXed Unit mailbox (ASUSchools.Data.Access@gov.scot) by Friday 4th August.

Any applications received following this deadline will be recorded and be considered, when the panel meet again in early 2018.
