Learning Disability - Data Linking Project


This project will link LDSS (Learning Disability Statistics Scotland) data with Health data sources and NRS Deaths data in order to:

  • better understand health outcomes for people with learning disabilities
  • enhance understanding of the social determinants of health for people with learning disabilities (linking social care inputs with health outcomes)
  • build capacity for evidence informed public service commissioning and policy making

  • improve quality of LDSS data through the identification of duplicates,

The following organisations are involved in the project:

  • Scottish Government,

  • Scottish Consortium for Learning Disability (SCLD),

  • Scottish Learning Disabilities Observatory

  • National Health Service (NHS) Scotland – Health Boards and ISD Scotland

  • Scottish Local Authorities

The project will preserve confidentiality by using a trusted third party to link the data so that the personal identifiers (name, address, date of birth) of the people with learning disabilities are kept separate from the health data and LDSS data. There will be no personal identifiers on the final linked datasets.

The project is initially a pilot / demonstrator project with a small number of partnerships to determine the benefits of linking this data.
