Early learning and childcare key trends

The number of early learning and childcare (ELC) centres in Scotland peaked in 2005 (to 2,836) and has been steadily decreasing since. In September 2014 there were 2,449 local authority or partnership ELC providers in Scotland.

The number of whole time equivalent (WTE) General Teaching Council for Scotland (GTCS) registered teachers has also decreased to a low of 1,190 in 2014 – a reduction of around one fifth since 2010.

However, the proportion of all children in ELC centres with access to a GTCS registered teacher during census week remained at around three quarters (74.3 per cent in 2014 compared to 72.8 per cent in 2013).  This includes children whose access was to a teacher under a non-regular arrangement i.e. where support was on an ad hoc or occasional basis. Some local authorities only ensure access to teachers for 3 and 4 year olds - the percentage of only 3 and 4 year olds (rather than of all children) with access to a teacher in census week was 85 per cent.
