Disability and Carers Benefits Expert Advisory Group

Overview

This group is no longer active. It was formally stood down at the end of February 2023.

The Scotland Act 2016 devolved new powers over social security to the Scottish Parliament, including the power to make new benefits for disabled people and carers.

The Disability and Carers Benefits Expert Advisory Group (DACBEAG) was set up in 2017 to provide recommendations and advice to Scottish Ministers, by request and proactively, on the policy and practice options being developed on disability and carers benefits.

These benefits are:

  • Child Disability Payment (replaces Disability Living Allowance for children)
  • Adult Disability Payment (replaces Personal Independence Payment)
  • Pension Age Disability Payment (replaces Attendance Allowance)
  • Severe Disablement Allowance (will not be changing)
  • Employment Injury Assistance (replaces Industrial Injuries Disablement Benefit)
  • Scottish Carer’s Assistance (replaces Carer’s Allowance)
