Scottish Government Early Learning & Childcare Stakeholder Groups

Early Learning & Childcare – Stakeholder Groups

There are currently three external groups with specific and complementary remits. Each consists of key national delivery partners and stakeholders (including representatives of parents). These are as follows:

ELC Strategic Forum – chaired by the Minister for Childcare and Early Years, and supports the Policy Design project. The purpose of this group is to develop and drive a strategic vision for a high quality, flexible ELC in Scotland - integrated with an out of school care system - that is affordable and accessible for all.

Workforce and Quality Group - supports the Workforce and Quality project by providing advice on workforce and quality issues linked to the Siraj Review’s recommendations, plus workforce planning issues for the 1140 hours expansion.

ELC Strategic Evidence Group - supports the Evidence project by advising on ELC data and evidence requirements.

These each play a role in supporting the Early Learning and Childcare Programme consists of four distinct but integrated projects.

  1. Policy Design - responsible for developing ELC policy and refining delivery models

  2. Infrastructure - responsible for expanding the number and capacity of ELC settings.

  3. Workforce and Quality - responsible for the expansion of the workforce and securing quality delivery.

  4. Evidence - responsible for undertaking analysis of the ELC sector and overseeing benefits realisation.
