EPC Briefing on the paper Scotland: A European Nation

On 21 November, Michael Russell, Minister for UK Negotiations on Scotland's Place in Europe, visited Brussels for a series of meetings. He also spoke at a 60 minute policy briefing entitled 'Scotland's Place in Europe' at the European Policy Centre (EPC).

Agriculture and Fisheries Council

Fergus Ewing, Cabinet Secretary for the Rural Economy and Connectivity, attended the the Agriculture and Fisheries Council in Brussels on 14 and 15 November. Fisheries items were the most prominent on the first day with Ministers agreeing EU deep sea fishing opportunities for 2017-18 while North Sea Multi-Annual Plans were also discussed. On the second day, the recently published Markets Taskforce Report and the Free Trade Agreements Cumulative Impact Assessment were presented to the Council. In addition there were a number of other topics discussed around animal health and welfare issues.

The Lord Advocate visited Brussels on 08 and 09 November for a series of meetings with key stakeholders, to discuss the unique aspects of Scotland’s separate Scottish legal system and cross-border cooperation in areas such as cybercrime.

Vanguard Initiative High Level Meeting

George Burgess, Deputy Director for EU and International Trade and Investment Policy, was in Brussels on 07 & 08 November representing Scotland at the High Level Meeting of the Vanguard Initiative. This meeting gathered senior officials from the 30 regions of the Vanguard Initiative to review progress with delivering interregional collaboration pilot projects and influencing the shape of EU innovation and industry policy. On 08 November, Mr Burgess participated in a high level meeting between Vanguard Initiative representatives and members of the European Parliament which discussed the shape of future policy approaches to support industrial modernisation.

Joint Ministerial Visit to Brussels

During the joint visit to Brussels, Ms Hyslop and Mr Russell held meetings with a group of Scottish MEPs, Guy Verhofstadt MEP, and Danuta Hübner MEP. In the evening, Mr Russell hosted an event at Scotland House entitled 'Briefing Session: Scotland's Future in Europe' where he set out Scotland's vision for its future in Europe.

Justice and Home Affairs Council - Luxembourg

The Lord Advocate represented Scotland’s interests at the Justice and Home Affairs Council in Luxembourg on 13 and 14 October. Issues on the agenda included IT systems and border management, the implementation of agreed measures in relation to the refugee crisis, and reform of the Common European Asylum System (CEAS). Justice Ministers met on 14 October for an agenda comprising protection of the Union's financial interests (the PIF Directive) and the European Public Prosecutors Office, and ECRIS (sharing criminal records).

High-Level Roundtable, Friends of Europe

The Cabinet Secretary for Culture, Tourism and External Affairs, Ms Fiona Hyslop, visited Brussels to participate in a prestigious high-level roundtable discussion entitled 'The State of Europe 2016 - Disruption, Disorder and Division'. The event started with a President's Dinner on 12 October hosted by former European Commission President Viscount Etienne Davignon. Organised by Friends of Europe, the High-Level Roundtable the next day was attended by many leading figures in European politics, including: European Commissioners and Parliamentarians, EU Member State Ministers, former Prime Ministers, academics, journalists and Friends of Europe Trustees. The 'Brexit and European Leadership' roundtable, of which Ms Hyslop was a podium speaker, provoked in-depth discussion about Brexit and the need for strong leadership across Europe.

Europol Visit - The Hague

The Cabinet Secretary for Justice, Michael Matheson, visited Europol in The Hague on 30 September.  He met with Europol Director, Robert Wainwright, to hear about the role and benefits of Europol Membership, including the European Migrant Smuggling Centre, the European Counter Terrorism Centre and the European Cybercrime Centre (EC3).  The Cabinet Secretary also met with members of the UK Liaison Bureau, including the seconded officer from Police Scotland.

Ms Roseanna Cunningham

Cabinet Secretary for Environment, Climate Change and Land Reform

Extraordinary Environment Council

The Cabinet Secretary for Environment, Climate Change and Land Reform, Roseanna Cunningham, participated in the extraordinary Environment Council in Brussels. This Council meeting was called at short notice to expedite the EU ratification of the Paris Agreement, given the likely early entry into force before the upcoming 22nd Conference of the Parties (COP 22) to be held in Marrakesh in November. Member States unanimously supported the ratification process. Pending formal consent from the European Parliament, the fast track agreement will ensure the EU is able to participate as a full and founding member of the Paris Agreement at COP 22.

First Minsiter Visit to Brussels 26 June 2016

During the First Minister’s visit to Brussels on 26 June 2016, she held meetings with Martin Schulz, President Of The European Parliament, Gianni Pitella, Group Leader of S&D, Manfred Weber, Group Leader of EPP, Guy Verhofstadt, Group Leader of ALDE, Rebecca Harms And Philippe  Lamberts, Joint Group Leaders Of Green & European Free Alliance and Scottish MEPs – Ian Duncan, Ian Hudghton, David Martin, Alyn Smith and Catherine Stihler.  During the meetings the discussion focused on the implications of the outcome of the EU referendum vote the previous week.  The First Minister had a private meeting with Jean Claude Juncker, President of the European Commission. She also hosted a press conference with Brussels based journalists.

Issues on the agenda included the market situation and support measures as well as a presentation by the Chair of the agricultural markets task force. Mr Ewing took the opportunity to hold introductory bilateral meetings with the French, German and Irish Agriculture Ministers.

Environment Council - Luxembourg

Roseanna Cunningham, Cabinet Secretary for Environment, Climate Change and Land Reform, represented Scotland's interests at the Environment Council in Luxembourg on the 20 June. The Council adopted Conclusions on the Circular Economy Action Plan and discussed the EU Emissions Trading Scheme. Ms Cunningham met with the UK Energy Minister Lord Bourne, the UK Environment Minister Rory Stewart and the newly appointed Irish Environment Minister Dennis Naughten.

Senior EU Engagement and Media Briefing

On 23 May, Minister for International Development and Europe, Dr Alasdair Allan, visited Brussels for the first time in his new role. The visit provided an opportunity for some key introductory EU engagement in Brussels. Meetings were held with Scottish MEPs and the European Commission (UK Commissioner Lord Hill). The Minister also held a media briefing with Brussels based correspondents for the main UK and English speaking media outlets.

On 25 January, Humza Yousaf, Minister for Europe and International Development, hosted the Scottish Government EU Office's annual Burns Supper. The event was held at the Residence of the UK Permanent Representative to the EU and provided an opportunity to welcome the new Presidencies of the Council of the EU for 2016, the Netherlands and Slovakia.
