Carers Act Implementation

The Carers (Scotland) Act 2016 will take effect on 1 April 2018. The timeline for the period leading up to and beyond this commencement date is set out below, more information of these difference aspects can be found by clicking through the links or the shortcuts at the right of the page.



09 March Carers (Scotland) Act 2016 receives Royal Assent



Local pilots test specific provisions - until October.

Increasing communication (national & local) regarding the Act and its implementation

09 June Readiness toolkit issued to Local Authorities, Health Boards and Inegration AUthorities
13 July Draft local carer strategy guidance issued. Other draft guidance to issue as it is ready.
31 July

Consultation opens

  1. Draft regulations
    - Review of adult carer support plans and young carer statements
    - Short breaks services statements
  2. Draft carers' charter
21 August Carers Leads Meeting
29 August Guidance development session
24 September Consultation on draft regulations closes

01 October

Local eligibility criteria to be developed and published by 31 March 2018
02 October Implementation Steering Group - Meeting 4
22 October Consultation on Carers' Charter closes
Autumn Pilot evaluation and learning
