Child Abuse Prevention Framework

Between November 2016 and March 2017, Scottish Government worked with Evaluation Support Scotland and a group of practitioners to develop a Child Abuse Prevention Framework.  The Framework set out what is understood by prevention, identifying the activities, outcomes and assumptions which underpin a prevention approach and an understanding of how to evaluate prevention activities.  The Framework focused on people and organisations that might stop abuse happening, the situations that might increase the risk of abuse happening, and people at risk of becoming abusers.  The Framework was written by practitioners for practitioners so we can explain and evaluate work to prevent child abuse happening in the first place.  The draft Framework can be found here

The draft Child Abuse Prevention Framework was also presented at the Child Protection Improvement Programme event in March 2015. The Child Protection Improvement Programme was established in February 2016. There are nine interconnected work strands which are helping to deliver the child protection system vision (the Child Protection Systems Review; Neglect; Child Sexual Exploitation; Child Trafficking; Child Internet Safety; Children’s Hearings; Inspections; Leadership; and, Data and Evidence). The Child Protection Improvement Programme Report published in March 2017 sets out a number of actions including the development of a National Child Abuse Prevention Plan, which will create strong and dynamic cross-government policy connections to keep children and young people safe.

Early work has begun, led by Centre for Excellence for Looked After Children in Scotland (CELSIS), to scope out and take forward recommendations from the Child Protection Improvement Programme which includes developing a more co-ordinated, strategic approach to sharing learning and improved data and evidence to help inform local planning and service development. They are at the initial stages of this scoping work and will then look at how  to feed in the learning from the Child Abuse Prevention Framework and how this work can be progressed in parallel with the other actions so we can ensure our work is aligned.
