The GP Contract

The 2018 Scottish General Medical Services Contract Offer is an historic joint agreement between the Scottish Government and the BMA.

The Offer sets out a distinctive new direction for general practice in Scotland which will improve access for patients, address health inequalities and improve population health including mental health, provide financial stability for GPs, and reduce GP workload through the expansion of the primary care multidisciplinary team.

It will also increase support for GPs and GP infrastructure, increase transparency on funding, activities and workforce to assist strategic planning and quality assurance; and make general practice a more attractive profession for existing GPs, junior doctors and undergraduate medical students.

This page also contains links to a number of documents that have informed the Contract Offer, such as the Report of the Improving General Practice Sustainability Short Life Working Group. These can be found in the related documents section of this page.

The Scottish Government commissioned a number of reviews completed to inform the funding formula described in the Contract Offer. These can be found as associated documents on the Contract Offer publication page. The Review of the Scottish Allocation Formula – GMS Workload Model describes how the new formula was derived. The Scottish Allocation Formula – GMS Unit Cost Formula Review provides a discussion of costs adjustments in the SAF and possible improvements. The Review of GP Earnings and Expenses reports the findings of a survey of practice earnings and expenses.

In 2017 the Cabinet Secretary for Health, Shona Robison MSP, commissioned a Short Life Working Group to consider GP premises and potential risks posed to GPs. The group reported in November 2016. The Cabinet Secretary accepted their recommendations and commissioned the Premises Implementation Group to take them forward. Links to the report of the Short Life Working Group, and the Code of Practice developed by the Implementation Group, can be found on this page.
