Public Bodies have a long standing role in the process of Government - this section of the website provides historical information on the public bodies landscape from 1999 to date. The information has been compiled from a variety of sources including the Cabinet Office publication 'Public Bodies' and Scottish Government website records. It reflects the position as at 31 March in each year.

Public Bodies Landscape - 1999 to 2007
Defined as:
  • Executive Non Departmental Public Bodies (NDPBs)
  • Advisory NDPBs
  • Tribunals
  • Public Corporations
  • Nationalised Industries and
  • Health Bodies

Although not formally part of the then defined public body landscape between 1999 to 2007 the information provided includes details of Executive Agencies and Non Ministerial Departments (NMDs).

2007 Onwards

In 2007, the Scottish Government redefined the public bodies landscape as part of its Simplification Programme and in October 2007 it published a comprehensive baseline list of 199 public bodies. Significantly, the baseline list expanded the categories of 'public bodies' to include:

  • Scottish Government Agencies
  • Non Ministerial Departments
  • Commissioners and Ombudsmen; and
  • A range of 'other significant' national bodies

Progress towards achieving the Government's 25% reduction target as part of its Simplification Programme is being measured against the baseline list.
