Project Bank Accounts - policy and guidance

The guidance on implementing Project Bank Accounts (PBAs) in construction contracts was published on 23 September 2016. More information about the guidance is available in the Scottish Procurement policy note 10/2016.

In summary, the Scottish Government and relevant bodies (to which the Scottish Public Finance Manual applies) must, from 31 October 2016, state in the call for competition for a public works contract:

  • that a PBA, as set out in the guidance, shall be a condition of tender, and
  • shall include provisions for the PBA in the procurement documents where the estimated award value is more than or equal to the following amounts:
    • £4,104,394 for building projects, and
    • £10,000,000 for civil engineering projects.

Other bodies that can award public contracts, and other organisations providing delivery mechanisms for the construction of public buildings and infrastructure, are asked to implement PBAs and integrate the guidance into their procedures.
