Data Management Board Remit

1.The purpose of the Data Management Board is to provide strategic direction to the public sector in the governance, management and effective use of data.

2.The Data Management Board has defined a Data Vision for Scotland in 2020, which includes ten guiding principles.

3.To deliver this vision, the Data Management Board will actively

  • provide strategic direction across the public sector to support the achievement of the outcomes and ambitions, and

  • ensure that an effective data management framework is developed and deployed that enables the public sector to adopt a proportionate and transparent approach to data security and governance.

4.The remit of Board members in delivering the vision is to:

  • Identify strategic opportunities and challenges and advise on the optimal approach for tackling them

  • Advise on the ethics of data governance, management and use

  • Oversee the completion of agreed actions by sub-groups and work streams, integrating and galvanizing their work towards the vision

  • Act as ambassadors for improved use of data within parent sectors, across the public sector more widely and beyond

  • Facilitate co-ordination with related programmes or initiatives, including at an international level

  • Report progress to the Digital Public Services Strategy Assurance Board.

5.The Data Management Board will meet as required (typically two/three times a year).  The board’s existence will be reviewed against delivery of the Strategic Action Plan.
