Measurement and Benefits Framework
Our common approach to measurements and benefits has been developed in partnership with DPS Strategy Assurance Board members and their sectoral boards and focusses on the key measurements and benefits to deliver on the national priority action and strategic ambitions.
The Measurement and Benefits Framework contains 16 measures which provide comprehensive coverage of the main benefits areas arising from the activity set out in the “Scotland’s Digital Future – Delivery of Public Services Strategy”.
Data has been collected for the first two years of the programme and is in the process of being analysed. We are very grateful to all the bodies who have contributed to the data collection.

Benefits Score Card
Following discussions and feedback from sectors, a balanced score card format was chosen as an appropriate structure for the framework. The four score quadrants are shown in the diagram below, each of which links to key policy priority areas for the Scottish Government.
Stages for Benefits Delivery
It is recognised that the timing of delivery of benefits will vary depending on a number of factors, as highlighted in the diagram below. This needs to be taken into account when anticipating when to start measuring and reporting on each benefit area.
