Scotland's Digital Future - High Level Operating Framework
Version 1 of the High-Level ICT Operating Framework was published in June 2013 in response to a commitment made in the strategy Scotland’s Digital Future: Delivery of Public Services.
Version 2 of the High-Level Operating Framework (HLOF) is now available, reflecting progress and developments since the initial version and extensive consultation with all aspects of the Scottish public sector. Here you will find Version 2 of the High Level Operating Framework
An executive summary for the HLOF, aimed at Chief Executives and Executive Teams, is intended to describe the Framework and how it works in context. Chief Executives and Executive Teams should familiarise themselves with this and ensure that the principles of the Framework are incorporated into their compliance processes for the procurement, design, development and implementation of ICT/Digital systems. Aims and Objectives
The High Level Operating Framework will support digital transformation through:
- providing a set of architecture and design principles
- promoting and supporting the use of commonly agreed standards and specifications
- an information assurance approach
The collaboration and integration that this supports, with a focus on re-use before buy, will help eliminate duplication and avoidable spend. It will ensure that the principles mentioned above are being considered in taking forward digital initiatives. The aim is to ensure National Outcome 16 that “public services that are high-quality, continually improving, efficient and responsive to local needs".
