The purpose of the Senior Working group is to lead the work of the review within Scottish Government. This includes ensuring that all subject interests, policy areas and geographic interests are appropriately represented; considering and bringing together the themes that emerge from the analysis of evidence; considering the operational implications for the agencies and Government; and considering the potential options that will enable the Ministerial Review Group to make recommendations.
The group will help inform the work of the Ministerial Review Group, meeting on five occasions to best support the schedule of the Ministerial Review Group. This will allow input at an early stage of the review process and then provide a series of weekly meetings to consider emerging themes and the implications of the review findings.
In addition, the Group will open individual meetings to consult with a grouping of senior agency strategy leads in order to enable high-level, strategic input to the review by the agencies concerned. This may include strategic consideration of the emerging themes from the analysis of evidence and user experiences. Whilst this wider grouping will not report into the ministerial group, it will help provide a valuable, consolidated view of the issues raised and will provide an opportunity to consider the operational implications of the emerging findings.
