Strategic Planning Authorities and Plans

Scotland’s 4 largest city regions should be covered by strategic development plans (SDPs). These SDPs set out a vision for the long term development of the city regions and deal with cross boundary issues such as housing and transport.

SDPs are prepared by Strategic Development Planning Authorities (SDPAs), which are groups of planning authorities working together.  Scottish Ministers have a  role in the approval of SDPs.

Glasgow and the Clyde Valley Strategic Development Plan

The Scottish Ministers approved the Glasgow Clyde Valley SDP in May 2012 with modifications.

TAYplan Strategic Development Plan

The Scottish Ministers approved TAYPlan (the SDP for the Dundee, Angus, Perth and North Fife area) in June 2012,  with modifications. The plan as modified is constituted as the strategic development plan for the TAYplan Development Plan Area from June 8, 2012.

SESplan Strategic Development Plan

The Edinburgh and South East Scotland SDPA comprises City of Edinburgh, East Lothian, Midlothian, Fife, Scottish Borders and West Lothian Councils. The Scottish Ministers approve the Strategic Development Plan for Edinburgh and South East Scotland (“SESplan”) on June 27, 2013.

Aberdeen City and Shire Strategic Development Plan

The Scottish Ministers approved the Strategic Development Plan for Aberdeen City and Shire on March 28, 2014.

Structure Plans

Under the old planning system the strategic tier of plans were known as Structure Plans. These are being phased out, but some Structure Plans still form part of the development plan for the areas they cover and will do so, until they are replaced by the relevant Strategic Development Plan or in the case of the Clackmannanshire and Stirling Structure Plan by the Local Development Plans for those authority areas (which in future will be covered by a single tier of plans).
