Monitoring and Evaluation Welfare Reform and Housing - Evidence Base

HOUSING AND WELFARE REFORM:  Research and Analysis
  • The UK Government’s welfare reform agenda introduces measures to simplify the benefits system, remove work disincentives and control public expenditure.
  • These include changes to Local Housing Allowance, the removal of the spare rooms subsidy, a cap on household benefits and the introduction of Universal Credit.  A list of impacts of welfare reform on housing is provided.
  • These changes will impact on people and services across Scotland, including landlords and tenants in both the private and social rented sectors.
  • Research and analysis considering the impact of these measures on Scottish households and housing policy are below. The analytical workplan for what will be monitored and evaluated is set also provided.

Multiple Housing Benefit Reforms

This is an independent review of the evidence of the impact to date of welfare reform on housing in Scotland. The research differentiates between (i) anecdotes, opinions, perceptions (ii) studies that predict (sometimes using existing data, sometime not) what the impacts will be, and (iii) robust evidence of what has actually happened as a result of welfare reform. As the implementation of the reforms is on-going, that cumulative effects are inevitable and there will be time lags in behavioural responses there is as yet a small amount of the latter type of evidence. This report analyses that evidence and sets it in context.

One UK Government justification for the various reforms that are being implemented to housing benefit is that expenditure needs to be brought under control as the housing benefit bill in Great Britain approximately doubled over a decade and this was unaffordable. This paper examines the application of this claim as to a lack of affordability in Scotland.

Under Occupancy Penalty

This paper presents the first evidence for Scotland on the actual number of households in social housing whose benefit has been reduced because they are deemed to under occupy their property. The paper provides a brief background to the housing benefit changes, describes the recent survey on which this evidence is based and provides updated estimates of the numbers and key characteristics of households affected.
