Housing Management

Housing management includes the allocation of housing to new and existing tenants; providing appropriate tenancy agreements and managing these; organising repairs; providing housing support; information and advice and, where necessary, addressing problems between neighbours. The Housing (Scotland) Act 2014 changes to the way social landlords manage and allocate their housing.

Housing (Scotland) Act 2014 - what has happened so far

In February 2012 we published the consultation Affordable Rented Housing: Creating flexibility for landlords and better outcomes for communities. The consultation put forward 10 proposals to give social landlords greater flexibilities in how they allocate and manage social housing. Following the consultation, we set up the Affordable Rented Housing Advisory Group (ARHAG) to help refine the proposals further. Further background and the papers for the group can be found here.

In June 2013 we announced changes to the way social landlords allocate and manage their housing. A Housing Bill   took forward these changes. Details of the changes were discussed at stakeholder events. We completed an Equality Impact Assessment and a Business and Regulatory Impact Assessment on these changes.

The Infrastructure and Capital Investment Committee  took oral and written evidence from tenants, tenants organisations, professional housing organisations and other interested parties on the Bill and this resulted in some amendments being made prior to the Housing (Scotland) Act 2014 being finalised. MSP's also discussed the proposed changes at debates held in the Scottish Parliament's Main Chamber prior to the Act being finalised. The Housing (Scotland) Act 2014 received Royal Assent on 1 August 2014.
