Performance from 2012 onwards

Scottish Ministers have again appointed local authorities as verifiers for a further 6 year period ending in April 2017. It is expected that all verifiers during this period will continue to improve their respective services against an agreed improvement agenda.

The Building Standards Verification Performance Report 2013-14 provides a review of the introduction of the performance framework in 2012 and the reporting for 2013-14.  It looks at the implementation of the individual aspects of the framework and on-going development.  It also considers progress by local authorities in their verification role and key findings from their performance returns.

New Performance Framework

Verifiers will be subject to regular monitoring and periodic inspection under a performance framework introduced in May 2012 and measureable from 1 October 2012.  It seeks to address a wide range of actions and behaviours which, between them, demonstrate a strong customer‐focused service. It will allow the assessment of building standards performance outcomes over a range of key national objectives. It has been developed to improve the quality, compliance, consistency and predictability of verification activities carried out by Scottish local authorities.

The Scottish Government Building Standards Division has been appointed to monitor Local Authorities as Verifiers.

The framework consists of 9 key performance outcomes (KPO) in 3 broad perspectives:

  • Professional Expertise & Technical Processes
  • Quality Customer Experience
  • Operational & Financial Efficiency

Two additional cross-cutting themes of Public Interest and Continuous Improvement span all three perspectives in relation to building standards verification strategy, operational delivery and internal and external relationships.

The Performance Framework has been developed jointly by Building Standards Division and the Local Authority Building Standards Scotland.

Key Performance Outcomes Handbook

The Building Standards Verification Key Performance Outcome Handbook provides guidance to give a clear understanding of each of the framework perspectives and what they are designed to achieve in supporting the building standards system. The handbook details the purpose of each of the KPOs, the requirements of the verifier, the measurement and reporting of each of the indicators along with the implementation dates.  Embedded into this new performance framework is the balanced scorecard, local authority annual return, continuous improvement plan and the key performance outcome returns. The table below contains the links to each of these documents and templates.

Verification During Construction Handbook

Local Authority Building Standards Scotland (LABSS) have developed the Verification During Construction handbooks to support the Performance Framework, in particular, Key Performance Outcome 2 'Increased Quality of Compliance during the Construction Processes'. The handbooks provides guidance to support the application of reasonable inquiry and the approach is supported by the Building Standards Division of the Scottish Government. The aim of the handbooks is to promote a consistent level of building standards service during verification of construction by using a risk-based approach to inspection and other forms of assessment.
