EPC Approved Organisations

The Scottish Government has entered into protocols with a number or organisation to deliver energy performance certificates (EPC).  An EPC is required when a property is constructed, sold or rented out to a new tenant.  The EPC provides the current rating of the property and provides recommendations on improving the energy efficiency of the building.

Application and appointment process

Regulation 8(3) of the Energy Performance of Buildings Regulations (Scotland) 2008 requires that Approved Organisations (AOs) - “ensure that members are fit and proper persons who are qualified by their education, training and experience to carry out the preparation and issuing of energy performance certificates (EPC)“.

A framework document sets out how this and supporting functions may be achieved within the operating requirements of an AO appointed by Scottish Ministers:

EPC Complaints

If you are unhappy with any aspect of the production of the EPC you should contact the EPC assessor in the first instance. If the issue is not resolved by your assessor, contact the Approved Organisation scheme manager who will investigate further.  Contact details for each Approved Organisation are listed in the table above.  Each Approved Organisation has a complaints procedure, code of conduct, and disciplinary process in place. If the Approved Organisation cannot address your concerns, the matter should then be referred to the Building Standards Division.
