The Scottish Land Rights and Responsibilities Statement is a statement of land rights and responsibilities in Scotland. Its preparation and publication by Scottish Ministers is a requirement of the Land Reform (Scotland) Act 2016.

Executive Summary

The Scottish Land Rights and Responsibilities Statement will apply to both urban and rural Scotland and support work towards greater diversity of ownership, including more community ownership, high standards and transparency of land ownership and use, and greater collaboration and community engagement in decisions about land.

Together with the Scottish Land Commission’s Strategic Plan, the statement underlines the Government’s commitment to on-going and long-term land reform.

The statement will help ensure that land can support our ambitions for a fairer and more prosperous country, where more people and communities can benefit from and enjoy land.

The Statement promotes and supports a human rights approach to land and will contribute to securing rights, equality and wellbeing by balancing public and private interests.
