Executive Summary

The Scottish Government is committed to increasing the entitlement to funded Early Learning and Childcare (ELC) to 1,140 hours per year by 2020, and at the same time increase the flexibility and accessibility of the offered ELC.

The proximity of ELC provision to places of work or study can be important to parents and carers. The Scottish Government commissioned this scoping study to better understand the extent and characteristics of ‘on-site’ ELC provision within Higher and Further Education estates and large public sector employers in Scotland.
