On 1st May 2017 a new licensing system comes into force for relevant permanent mobile home sites. This guidance is local authority officers in Scotland who are involved with permanent mobile home site licensing.

Executive Summary

There are 92 residential mobile home sites across Scotland in 22 local authority areas, with over 3,000 mobile homes. Many park home sites are well run but some sites fall short of meeting the standards site residents expect.

The majority of sites have fewer than 50 residential homes, and 22 out of 32 local authorities have at least one mobile home site in their area.

A new licensing system for Mobile Home sites with permanent residents comes into force from 1 May 2017 under Part 5 of the Housing (Scotland) Act 2014.

The reformed licensing system sets out new processes and measures for:

•issuing a new site licence;

•renewing a site licence;

•transferring a site licence;

•enforcing the new licensing system;

•revoking a site licence.
