An independent research project into Economic Impact Assessment and scenario development of unconventional oil and gas in Scotland commissioned by the Scottish Government as part of a programme of evidence-gathering on unconventional oil and gas in Scotland.

Executive Summary

On 28 January 2015 the Scottish Government announced a moratorium on unconventional oil and gas (UOG).

Scottish Ministers commissioned a series of independent research projects into UOG to examine the potential environmental, health and economic impacts and to inform our evidence-led approach.

The research project into economic impacts was carried out by KPMG. The research aims were to:

• understand the potential aggregate impact of unconventional oil and gas development under a range of scenarios on the Scottish Economy;

• consider the specific impacts of the development of unconventional oil and gas in Scotland and in particular identify the key sectors and groups likely to be affected by each scenario;

• consider the potential nature and extent of any community benefit payments.
