This near final guidance and regulation is produced to help support those who wish to take part in community planning. These materials have been revised following the receipt of consultation responses. Publication of finalised guidance will be subject to Parliamentary scrutiny and approval of the draft regulation.
However, in the spirit of the Community Empowerment (Scotland) 2015 Act and to support the preparation undertaken by CPPs we are keen to provide access to these materials.
This guidance adds more detail to the statutory provisions. Effective community planning requires more than compliance with the duties set out in the Act. This guidance focuses on principles of effective community planning which CPPs and partners will need to demonstrate if they are to make the difference to people and communities that it can and should.
It also contains specific guidance to assist CPPs develop both their Local Outcome Improvement Plan and locality plan(s). CPPs will be expected to publish these plans by 1 October 2017.
