These are the Cabinet Secretary's final recommendations following the review into the spreading of sewage sludge in Scotland.

Executive Summary

A number of public complaints were made in 2013 and 2014 to the authorities, principally the Scottish Environment Protection Agency (SEPA) and local authorities, regarding incidents associated with the use of sewage sludge (“sludge”) on land. The main concern was about odour attributed to the storage and spreading of sludge.

In light of these incidents, the Cabinet Secretary for Rural Affairs, Food and the Environment instructed officials to undertake a review of the legislation and guidance relevant to the storage and spreading of sludge to land.

These are the recommendations arising out of the review.
