Executive Summary

This circular provides guidance on the statutory requirements implementing the land use planning aspects of the Directive 2012/18/EU on the control of major accident hazards involving dangerous substances, also known as 'the Seveso III Directive'.

The aim is to take into account in planning decisions the need to minimise the risks and consequences of major accident hazards for people and the environment.

The Circular covers: consent for the presence of hazardous substances; exemptions from requirements for consent; enforcement of requirements for consent; development at or near sites with hazardous substances; and requirements and procedures relating to land use planning policies guiding the location of sites with hazardous substances and development in the vicinity of such sites.
