The Strategy focuses on Open Data : this is non-personal and non-commercial data, which is accessible to anyone, via the internet, free of restriction on use and, according to most usages of the term, in a machine readable form (machine readable covers a wide spectrum of technologies from csv files to xml or rdf).
The development of the strategy has been overseen by the Data Management Board, advised by a cross sector Open Data Working Group and wider forum. The Board’s Vision, published in April 2014, and its more recent Strategic Action Plan, include a commitment to publish an Open Data Strategy for Scotland.
The Open Data Strategy sets out our ambition for making data open and available for others to use and reuse. In doing so we will provide a societal asset which offers significant benefits to many. The strategy sets out a number of national actions which will help to support public sector organisations as they implement their own Open Data publication plans.
The Strategy will also help to ensure that Scotland meets European requirements on the publishing of public and spatial data.
