This document summarises Scottish local authority annual reports on the first year of operation of the new Community Payback Order. This is a statutory requirement placed on Scottish Ministers by section 227ZM of the Criminal Procedure (Scotland) Act 1995. It should be read in conjunction with the Criminal Justice Social Work Statistical Bulletin 2011-12.

Executive Summary

The Community Payback Order was introduced on 1 February 2011, replacing a number of other community sentences including Community Service Orders, Probation Orders and Supervised Attendance Orders.

This document summarises annual reports provided to Scottish Ministers by local authorities on the first year of operation of the Community Payback Order during.

It covers six broad areas: changes to management arrangements; the use of the unpaid work or other activity requirement; the use of the remaining Community Payback Order requirements (apart from unpaid work); trends in the use of interventions and any issues with access to services; any significant issues identified and/or actions taken; and any assessment of the impact which the Community Payback Order has had on reducing re-offending.
