Chapter two: profile of SULF projects

Introduction

2.1 This section reports on the profile of the SULF projects. It presents the total amount of funding accessed by each of the unions and by each project. In addition, it considers the projects that SULF funded in year one and presents the projects funded by theme, geographical spread, sector focus, and key learner groups.

Funding Analysis

2.2 Sixteen bids were submitted in Year One, of which 12 projects were successful and received a total funding of 549,117. The study did not follow up unsuccessful bids. A union could bid for a maximum of 50,000 per project per year. The average amount of funding per project was 45,760. UNISON was the only union to run more than one project in Year One. The unions that received SULF funding and the total amount of funding they received to run their projects are presented in Table 2.1.

2.4 Training learning representatives was identified as a theme of 50% of the projects. One third of the projects identified partnership working as a key theme. Note that projects can have multiple themes.

Sector

2.5 Table 2.3 shows the range of sectors targeted by SULF projects using the number of unions actively developing lifelong learning through SULF in each sector. The range is wide and includes manufacturing and service sectors, public and private sectors.

2.6 Using a definition of 'Scotland-wide' infers that projects have more than one location across Scotland or are intended for access to potential learners in more than one location, Table 2.4 shows the distribution of projects in Scotland. As can be seen in the table, 11 of the projects were Scotland wide.

2.7 Using the bidding documentation and through discussion with project managers the key learner groups were identified for each of the projects and are presented in Table 2.5. Where a project is principally focused on the training of Learning Representatives (LRs), the key learner group is identified as the LR.

2.8 The extent to which SULF projects are engaging non-traditional learners in learning (one of the aims of the fund) will be assessed further in Chapter 8 using the information contained in the questionnaire returns.
