Judicial Appointments Board


The fourth Annual Report of the Judicial Appointments Board for Scotland was published today.

During the year June 2005 to May 2006, the Board ran competitions to fill vacancies in the offices of Senator, Sheriff Principal, Sheriff and part-time Sheriff.

The Board was set up by the Executive in 2002 and its role is to provide an open and transparent judicial appointment system and to make recommendations to the First Minister for filling vacancies in the judicial offices of judge, sheriff principal and sheriff in Scotland. Recommendations are made on merit.

Sir Neil McIntosh, Chair of the Board, said:

"This has been a particularly busy year for the Board who have submitted recommendations for the appointments of Senators, Sheriffs Principals, all-Scotland floating Sheriffs and part-time Sheriffs.

"In February, the Scottish Executive issued a consultation paper on whether the Board should be placed on a statutory basis. I regret that attaining statutory status is not yet law.

"I would like to personally thank each of the Board members for their unstinting commitment to the ever increasing workload. Without their efforts, we would not have been able to deliver on our remit. I would also like to thank each of the Secretariat staff for their dedicated support of the Board's work."

The Judicial Appointments Board for Scotland is an independent body.

Although Ministers issue general guidance, it is for the Board to develop its own practices and procedures.
